カンボジア、新法でフランチャイズ促進へ

昨日、カンボジア商務省顧問兼知的財産局局長のスオン・ヴィーチェア氏は、カンボジアのフランチャイズセクターがさらなる成長を遂げるため、近々フランチャイズ法が制定される予定であることを明らかにした。

プノンペンのサンアンドムーン・リバーサイド・ホテルで開催されたフランチャイズ開発に関するセミナーで開会の挨拶をしたヴィーチェア氏は、「フランチャイズビジネスは現在カンボジアで広く普及しており、知的財産の利点を活用したビジネス拡大の戦略として人気がある」と述べた。

ヴィーチェア氏は、カンボジアには強力で機能的な知的財産制度があり、フランチャイズが成功するための理想的な環境であると指摘した。「国際的な知的財産法に準拠した法律と規制がすでに整備されており、カンボジア国民と外国人の両方が知的財産資産を商業化するための知的財産保護のための効果的な法的枠組みを提供しています」と同氏は述べた。

フランチャイズ法が公布されるまでは、商務省に記録されたフランチャイズ契約がすべての当事者に適用される。

ヴィーチェア氏はまた、カンボジアでフランチャイズビジネスの数が増えているにもかかわらず、ハラル関連の食品サービスにはまだ大きな余地があると強調し、マレーシアのフランチャイザーとカンボジアの企業がこの分野に目を向けるよう促した。

「ご存知のように、カンボジアの宗教人口はイスラム教徒の割合が高い。カンボジアの宗教人口は、イスラム教徒の割合が顕著であることはご承知の通りです。そこで投資家は、現地の需要と国際的なイスラム教徒の観光客の需要を満たすために、サービスの供給を検討しなければなりません」と語った。

マレーシア対外貿易開発公社（MATRADEプノンペン）は、マレーシア国内貿易・生活コスト省およびマレーシア・フランチャイズ協会とともに、12月3日から6日まで、カンボジアへのフランチャイズ・トレード・ミッションを開催する。

食品・飲料部門のマリーブラウン、明洞トッポッキ、幼児教育部門のHOME 算数セラピー、スマートリーダーキッズ、Q-Deesを含むマレーシアの大手フランチャイズ企業5社が、カンボジアでのパートナーやマスターフランチャイズの発掘に強い関心を示している。
マレーシア国内貿易・生活コスト省のシニア・ディレクター、ロハイジ・ビン・バハリ氏によると、マレーシアのフランチャイズ・ブランドは世界80カ国に70以上のブランドを展開し、世界をリードするブランドに成長している。プノンペンでのマレーシア・フランチャイズ・ミッションは、マレーシアのフランチャイザーがカンボジア進出の戦略的パートナーと出会うためのプラットフォームを提供するために企画された。

MATRADE貿易コミッショナーのロスマイザ・マット・ジュソー氏は、セミナーで両国間の前向きな貿易関係を紹介した。2022年、マレーシアとカンボジアの貿易総額は6億8370万ドルに達したと彼女は指摘した。

マレーシアは主に石油製品、金属、繊維、履物、化学品、加工食品をカンボジアに輸出し、一方で衣料品、農業製品、機械、電気・電子製品を輸入した。

一方、バハリ氏は発言の中で、マレーシアは中国、韓国に次いでカンボジア第3位の外国投資国であることを明らかにした。マレーシアの投資は、ホスピタリティ、工業・製造業、銀行・金融、不動産開発、公共事業に及び、1994年から2020年までに35億ドルに達した。

在カンボジア・マレーシア大使館のムハマド・ナイム・アフマド一等書記官は、「マレーシアとカンボジアの関係は日々強くなっており、カンボジアに6,000人のマレーシア人ディアスポラが存在することは、関係が深まっていることの表れである」と述べた。
フランチャイズ・トレード・ミッションを歓迎するナイム一等書記官は、「これは起業家精神を促進し、経済的展望を生み出すのに役立つだろう」と述べた。マレーシア大使館は、「このような試みが実現するよう、引き続き支援の手を差し伸べていく、」と付け加えた。
