MISTI、エネルギー技術の可能性を引き出すロードマップを発表

産業・科学・技術・イノベーション省（MISTI）は、カンボジアにおけるエネルギー技術の可能性を活用するためのビジョン、戦略、行動計画をまとめた包括的な政策文書を発表した。

エネルギー技術ロードマップは、人口増加、都市化、工業化、気候変動といった課題の中で、社会経済発展と持続可能な未来を達成するためのカンボジアの努力を導くことを目的とし、これは、広範な調査、専門家による協議、産業界の見識、多様な分野にわたる協力の成果である。同省が昨日発表した46ページにわたる「エネルギー技術ロードマップ」によると、電気自動車を含むエネルギーに関する現在の世界のメガトレンドと、カンボジアが科学的研究開発を通じて探求すべき原子力発電や水素発電を含む新たなエネルギー源の可能性という2つの主要な発見が必要であることを強調している。

また、このエネルギー技術ロードマップのビジョンと、経済発展の主要課題としてのエネルギー安全保障を達成し、ひいては政府のビジョンと国の繁栄を達成するために、政府が正しい行動をとるための、関連する利害関係者への重要な提言と政策的意味合いも示している。

このロードマップは、カンボジアのエネルギー安全保障と自給自足を確保し、持続可能な発展のために再生可能エネルギーを活用することができる主要なエネルギー技術を採用するための戦略的枠組みと実行可能な提言を提供するものである。また、太陽光発電、風力発電、水力発電などの再生可能エネルギーから、先進的なエネルギー貯蔵システム、スマートグリッド、交通の電化まで、カンボジアが取り入れるべきエネルギー技術も幅広く網羅している。さらには、原子力や水素エネルギーなど、現在進行中の研究開発が最も差し迫ったエネルギー問題への対処に有望な新興分野についても探求している。

このロードマップは、エネルギー技術のこの展望につなげ、エネルギー転換がもたらすチャンスをつかむための足がかりとなる。

MISTI上級大臣兼科学技術・イノベーション国家評議会議長のチャム・プラシード氏は、次のように述べている。「カンボジアの持続可能な開発目標に示されているように、エネルギー安全保障の自立と持続可能なエネルギー源への移行の必要性は、私たちの優先事項となっており、大胆で変革的な行動を必要としています。しかし、私たちは前例のない科学技術の進歩の時代に生きており、革新的な解決策は、私たちのエネルギーの状況に取り組み、再構築する可能性を秘めています。

同省科学技術・イノベーション総局のHul Seingheng局長は次のように述べた。 「このカンボジアのエネルギー技術ロードマップは、国家ビジョンと目標を確実に実現するために採用すべき主要技術について、RGCの利害関係者が賢明な行動をとるための指針となる戦略的政策文書である。このエネルギー技術ロードマップは、”2030年までに持続可能な発展のために、技術とイノベーションを展開し、再生可能エネルギーを活用することにより、エネルギー自給国になる “というビジョンを達成することを目的としている。」

エネルギー技術ロードマップは静的なものではなく、急速に変化するエネルギー情勢に適応するように設計された生きた文書である。科学者、エンジニア、政策立案者、起業家、そして持続可能な未来を形作るためにたゆまぬ努力を続けている先見者たちの努力を反映したものである。しかし、エネルギー技術ロードマップは単なる技術情報の集大成ではない。カンボジアが自給自足可能なエネルギー安全保障国家となるためのエネルギー転換をもたらすために、関係者全員が協力して行動するよう呼びかけるものである。

「このエネルギー技術ロードマップを作成した科学技術・イノベーション総局の偉業に祝意を表したい。私たちの崇高な努力のために、持続可能な開発のためのこの重要な文書を具体化したエネルギー部門で活躍するすべてのSTI関係者を高く評価します」とプラシド氏は付け加えた。

将来の経済的繁栄と持続可能で包括的な成長のためのエネルギー安全保障を確保するために、STIを活用するための明確な戦略的計画である。

ロードマップは、2030年までに持続可能な発展のために技術とイノベーションを展開し、再生可能エネルギー源を活用することでエネルギー自給国になるというビジョンを実現するために、カンボジアが発展的かつ持続可能な未来のために採用すべき技術を特定した。

評価は、現状、強み、弱み、機会、脅威を基に、推進要因を特定し、明確で具体的な時間枠を持った戦略的製品と機能を決定し、最適な結果を得るために、モニタリングと評価の枠組みを設け、関係者の助言を得ながら3年から5年ごとに見直しとアップグレードを行い、カンボジアが目標を達成するために、エネルギー技術開発を正しい方向に導くようにしなければならないとしている。

「エネルギーは、人類の生存と社会の発展に必要不可欠な資源である。エネルギーは経済発展にとって重要であるばかりでなく、政治的、戦略的観点からも重要である」と結論づけ、エネルギーの安全保障がなければ、外部からのエネルギー源に依存した国家の完全な発展はあり得ないと指摘した。
