貿易優遇制度である一般特恵関税制度（GSP）が2020年後半から更新されていないにもかかわらず、米国はカンボジア製品の最大の輸出先であり続けている。

カンボジアの対米輸出は今年上半期に42億3,600万ドルに達し、2022年同期の46億4,800万ドルから8.9％減少したことが商務省の報告書で明らかになった。

同国の対米輸出額は114億6,400万ドルで輸出額全体の37％を占めており、今年上半期のアメリカからの輸入は29％減の1億1900万ドルであった。

今年上半期、アメリカはカンボジアにとって2番目に大きな貿易相手国であり、双方向の貿易額は43億5,500万ドルであった。

カンボジアは2020年12月に失効するまで、旅行商品のGSPを享受していた。

衣料品、履物、軽工業製品などの製品は、最恵国待遇（MFN）の下、関税を支払って米国市場に出荷される。

GSPと最恵国待遇の両方の貿易優遇措置は、カンボジア製品の対米輸出を押し上げ、カンボジアの輸出の最大シェアを占めている、と商務省のPenn Sovicheat国務長官は述べた。

「米国市場は、GSPスキームが更新されようがされまいが、カンボジア製品の最大の輸出先であり続けています」とSovicheat氏は述べている。

GSPスキームが更新されれば、アメリカでのバッグや旅行用品の関税は請求されることになるだろう。

カンボジアの主な対米輸出品目は、アパレル、服飾雑貨、皮革、旅行用品、ハンドバッグ、電気機械器具、履物であり、対米輸入品目は、自動車、機械器具、医療器具、医薬品である。

カンボジアの衣料品、履物、旅行用品（GTF）の現在の主要市場は、欧州、米国、カナダである。

今年1月から6月までのGTF商品の輸出額は52.6億ドルで、前年同期の64.7億ドルから18.7％減少した。

カンボジア履物協会のLy Khun Thai会長は、主要市場であるヨーロッパとアメリカへのGTF商品の輸出は、ウクライナ戦争とインフレのために減少を経験していると述べた。

同協会は現在、中国、韓国、日本などの市場へのGFT商品輸出の多様化に期待を寄せている。
