「中国が提唱する「一帯一路」構想は、東南アジア諸国連合の社会経済発展に勢いを与えている」と、カンボジアの学者が金曜日に語った。

プノンペンを拠点とする独立系シンクタンク、Asian Vision Instituteの研究スーパーバイザーであるトン・メングダビッド氏は、「一帯一路の下で、中国が投資または援助した数多くのメガプロジェクトが東南アジア諸国連合諸国で実施されている」と述べた。

同地域における「一帯一路」プロジェクトには、カンボジアのシアヌークビル経済特区、プノンペン-シアヌークビル高速道路、シェムリアップ-アンコール国際空港、ラオスの中国-ラオス鉄道、インドネシアのジャカルタ-バンドン高速鉄道、マレーシアの東海岸鉄道リンク、新国際陸海貿易回廊などが含まれる。

また、「中国は14年連続で東南アジア諸国連合の最大の貿易相手国であり、東南アジア諸国連合は3年連続で中国の最大の貿易相手国である」と付け加えた。

また、「一帯一路はASEAN連結性マスタープラン2025を補完しているとし、一帯一路とASEAN連結性マスタープラン2025の相乗効果により、地域の連結性、平和と安定、経済的繁栄、持続可能な発展にますます貢献している」と述べた。

「一帯一路は、地域の平和、安全、調和、持続可能で包括的な開発、共通の繁栄を促進するために重要な貢献をしてきた」と言える。

「一帯一路のプロジェクトが、成長を促進し、地域と世界の経済秩序を再編成し、より大きな地域主義と統合を推進するという点で、中国とASEANの協力を強化し続けることは間違いありません」と彼は付け加えた。

東南アジア諸国連合は、ブルネイ、カンボジア、インドネシア、ラオス、マレーシア、ミャンマー、フィリピン、シンガポール、タイ、ベトナムで構成されている。

「一帯一路」とは、シルクロード経済ベルトと21世紀海上シルクロードのことで、アジアとヨーロッパ、アフリカを結び、古代のシルクロードの交易路を越えて、貿易とインフラストラクチャー・ネットワークを構築するために、中国が2013年に開始した。

過去10年間で、中国は150カ国以上、30以上の国際機関と「一帯一路」協力文書に署名している。

「一帯一路」がカンボジアに与える影響について、メングダビッド氏は、「カンボジアは「一帯一路」を受け入れた最初の国のひとつであり、それ以来、カンボジアの社会経済的進歩は著しく進化・改善し続けている」と述べた。

「中国からの投資やインフラ整備が進み、中国人観光客も流入した結果、人々の生活水準は向上している。これらは、カンボジアの人々のために多くの雇用を創出することで、カンボジアの社会経済発展と貧困緩和に大きく貢献している」と述べた。

メングダビッド氏は、「水力発電所、工業地帯、高速道路、港湾、空港といった「一帯一路」の画期的なプロジェクトは、カンボジアが2030年までに上位中所得国に、2050年までに高所得国になるという野心的な目標を達成するのに役立つと」付け加えた。

「全体として、「一帯一路」はカンボジア、東南アジア諸国連合、そして世界に多大な利益をもたらし、今後ももたらし続けるでしょう」と述べた。
