日本、カンボジアの国家データセンターに無償資金協力しデジタル化を支援

日本は、カンボジアの国家データセンターと政府のデジタル化計画のために、最大23億円（1,600万ドル）相当の無償資金協力を行うことに合意した。この無償資金は、国の行政サービスのデジタル化において重要な役割を果たす国家データセンターの建設と必要な機器を支援するために使用される。

日本の上川陽子外務大臣とカンボジアのソク・チェンダ・ソフィア副首相兼外務・国際協力大臣との会談が行われ、今回の合意に至った。

プノンペンのナショナル・データ・センターは2023年7月に起工式を行い、完成までに3,000万ドルかかると見積もられている。同センターは2025年までに本格稼動する予定で、カンボジア政府のデータ保存・処理の集中ハブとして機能する。

カンボジアは2022年1月に「カンボジア・デジタル政府政策2022-2035」を発表し、2035年までにすべての業務を完全にデジタル化することを目指している。この計画の一環として、郵政省は2024年までに複数のデジタル革命ユニットを設立する。

この政策文書で指摘された弱点のひとつは、国家データセンターの欠如であり、「すべての省庁や機関はデジタル・セキュリティを確保するためのインフラや技術的能力をほとんど持っていない 」と述べられている。

カンボジアには小規模なデータセンター市場があり、ByteDCは2023年5月にプノンペンで3MWの施設を立ち上げている。国立データセンターが加わることで、同国のデータストレージとコンピューティングリソースの能力が大幅に強化され、デジタル化イニシアチブを支援することになる。

国家データセンターへの無償資金協力に加え、日本とカンボジアは、首都圏の水道施設のデジタル管理システムの開発に対し、最大10億円（69億ドル）の無償資金協力を行うことでも合意した。

このシステムは、同地域における給水サービスの効率化と監視の向上を目的としている。

日本からの支援により、カンボジアはデジタル化目標の達成と行政サービスの強化に向けて順調に進んでいる。国家データセンターは、データの保存と処理のための安全で効率的なプラットフォームを提供し、国の業務のデジタルセキュリティを確保する。
