農業はカンボジア経済成長の重要な原動力と見なされる

農業セクターは、国内総生産に占める割合が縮小しているにもかかわらず、依然としてカンボジアの経済成長を牽引している。

政府は最近、農業開発のための新たな戦略的政策の実施を発表し、農業を家庭農業から商業農業に格上げし、付加価値の高い製品を通じて農民の所得を向上させることを目指している。

新たな政策の下、政府は世界の農業生産国のトップ10に入りたいと考えている。

フン・マネ首相は、「農業部門は2030年までに上位中所得国に、2050年までに高所得国になるという国の目標に貢献する」と述べた。

「農業は食料安全保障、栄養、輸出を確保する優先分野です。」

「我々は現在、農業の潜在力を強化し、農民が農業からより多くの利益を得られるようにするための追加政策を実施しています。」

「私たちは、家族ベースの伝統的な農業を、高水準の近代的な方法にアップグレードしなければなりません。」

農業はカンボジア経済を支える4本柱のひとつである。農林水産省によると、この部門は2021年の国内総生産に24.4％貢献している。
カンボジアは今年1月から11月までの間に、75の国と地域に731万トンの農産物を出荷したが、これは前年同期比4.6％減であった。

同省の報告書によると、カンボジアは2023年の最初の11ヶ月間、農産物の輸出により39億ドルの総収入を得た。

農林水産省農業総局のニン・チェイ局長は報告書の中で、「今年最初の11ヶ月間の商品輸出は若干減少したものの、11月の輸出が大幅に増加したため、すぐに成長が回復すると楽観視しています」と述べた。

農産物の輸出は、カンボジアの総輸出額200億ドルの19.5％を占め、そのうち半分以上を製造業が占めている。

主な農産物輸出は、米、ゴム、キャッサバ、マンゴー、生鮮バナナ、胡椒、カシューナッツ、リュウガン、トウモロコシ、パーム油などである。
カンボジア米穀連合会のフン・ラック氏は、「輸出の伸びは政府の努力によるものだ」と述べた。「政府は輸出市場を拡大するために高い関心を払い、多大な努力をしてきました。これらの努力は、農業部門にさらなる発展をもたらし、輸出をさらに押し上げるでしょう」とラック氏はクメール・タイムズに語った。

農林省農業局の報告によると、カンボジアは今年11ヶ月間で籾と精米の輸出で13億5000万ドルを稼いだ。

報告書によると、1月から11月までの間に、同国は約60万トンの精米を海外市場へ出荷し、5億1500万ドル、240万トンの籾米は8億1400万ドルに相当するという。

輸出された米の品種は、香り米、有機米、白米、パーボイルドライス、ジャポニカ米などである。

農林水産省のイム・ラクナ報道官は、「政府と民間セクターの共同努力が輸出に役立った」と述べた。「私たちは、カンボジアの農業部門に経済的利益をもたらし、それによって国の経済成長を助けるという主な目標を持って協力しています」とラクナ報道官は述べた。

カンボジア米連合会は、2023年のカンボジアの米輸出目標を70万トンに設定している。

中国、ベトナム、タイはカンボジアの農産物の主要輸入国である。

米の他に、カシューナッツ、胡椒、マンゴー、バナナ、キャッサバが海外市場への輸出を優先する主な潜在的農産物として挙げられている。

カンボジアの胡椒は、米、新鮮なマンゴー、新鮮なバナナ、リュウガンに次いで直接中国で入手できるようになる。

カンボジア胡椒香辛料連盟のマック・ニー会長は、「これは胡椒農家にとって素晴らしいニュースです。」

「これは胡椒農家にとって素晴らしいニュースであり、胡椒を中国に輸出するパートナーを探すことになるでしょう」とニー会長はクメール・タイムズに語った。

「中国、アメリカ、中東や北アフリカの他の国々の市場は、地元の胡椒にとって新たな希望である、」と彼は言った。

政府は国内の農業セクターを強化するために1億ドルを確保している。

「農産物の価格は国際市場の需要によって常に変動しているが、この予算は農家の農産物価格の安定に役立つ」と首相は述べた。

カンボジア政府は、農民と直接仕事をするため、全国のコミューンに農業職員を配置することを計画している。

これらの職員は、農民を技術的に支援し、農業協同組合を結成し、生産チェーンをつなぎ、農民が生産コストを削減できるよう指導する任務を負っている。

さらに、農作物の栽培能力を向上させ、2023年の食糧安全保障と持続可能な発展を確保するため、同省は、特にエネルギーとコストの効率化、近代的な技術と方法、遺伝子組み換え種子の使用、生産支援インフラ、低利融資、契約栽培、生産者間のネットワーク化、商業化に向けた戦略を採用している。

「政府は、農業部門を近代的で競争力のある部門に発展させ、国の経済成長を支え、農民の生活を向上させ、2030年までに上位中所得、2050年までに高所得の達成に貢献するため、さまざまな政策や戦略を打ち出しています」と首相は述べた。

しかし、現地の加工施設の不足や、電気、輸送、加工に関する最先端の知識の低さからくる製品の高コストが、政府の目標に対する主な障壁となっている。

カンボジア商工会議所のリム・ヘン副会頭は、「カンボジアは主要輸出国であり、特に加工用農産物の輸出国であるため、加工施設への地元投資が必要である」と述べた。

「加工・生産工場は雇用を創出するだけでなく、地元産の農産物の市場を確保することにもなります」とヘン副会頭はクメール・タイムズに語った。
