韓国とサウジアラビアが2030年万博招致に全力投球

来週開催が決定される2030年万国博覧会の招致について、韓国とその競争相手であるサウジアラビアとイタリアが熾烈な競争を繰り広げる中、カンボジアの専門家が開催国の可能性とその支援について意見を交わした。

1931年以来、万博の監督と規制を担当する国際的な政府間組織である博覧会国際事務局の加盟国は、予定通り11月28日、一国一票の原則に基づき、第173回総会に集まる。

博覧会国際事務局は、韓国、サウジアラビア、イタリアの3カ国から開催国を決定する。

サウジアラビアとイタリアはそれぞれの首都リヤドとローマでの開催を提案しており、韓国は北東アジアの海上物流ハブである第二の都市釜山での2030年万博開催を提案している。

これに先立ち、ウクライナは港湾都市オデサを万国博覧会の開催地に選び、ロシアも首都モスクワでの開催を提案していた。しかし、紛争が続く中、両国は後にその意向を取り下げた。

釜山とリヤドが最有力候補と目されている。リヤドはオイルマネーを背景に、博覧会国際事務局加盟国への大規模投資を約束し、強力な攻勢をかけている。

カンボジア王立アカデミーのカンボジア国際関係研究所所長であるキン・フィア博士は、昨日クメール・タイムズの取材に応じ、カンボジアの第一候補として釜山広域市を挙げた。

「カンボジアは韓国が万博を開催することを支援すべきである。第一に、二国間関係と協力を促進するため。第二に、アジアの国を評価し、アジアにおける貿易と技術を促進するためです」と語った。
現在、ソウルで開催されているグローバル・コリア・フォーラムに出席するため韓国を訪れているフィア博士は、釜山が万博開催に向けて圧倒的な支持を受けることへの楽観的な考えも示した。

「というのも、この国は経済、貿易、海上ロジスティクスにおいてより多くの可能性を秘め、技術面でも急成長を遂げており、アジアのハブとして考えられているからです。」と述べ、「韓国は支持を集めるのに最も適した国である 」と付け加えた。

韓国は、世界的なイベントを開催する決意を表明した。韓国政府は、「釜山イニシアチブ」と発展途上国支援策を紹介する釜山万博の成功に向けたコミットメントを改めて表明した。

カンボジア政府は、どの国の万博誘致に対しても、その支持を表明することには慎重である。

しかし、カンボジア商務省の関係者は、カンボジアが二国間関係や地域協力の面で韓国とより密接な関係にあることを認めており、特に強力な労働市場や自由貿易協定を挙げている。
経済学分野の研究者であり教授でもあるカイ・セレイバス博士は、「博覧会国際事務局メンバーであるカンボジアは万博から利益を得ており、万博は観光の流れも促進する」と述べた。

韓国、サウジアラビア、イタリアという唯一の希望国の名前を挙げなかったことで、セレイバス博士は、カンボジアは3つの候補との経済的利益を挙げて、核心的な利益を考慮すべきだと述べた。

釜山の街中では、万国博覧会を宣伝するバナーやポスターが飾られ、訪問者を歓迎していた。ビルに掲げられた大きなバナー、バス停に掲げられた小さなバナー、車やビルのファサードに貼られたステッカーや広告、これらすべてが「釜山は準備ができている」というひとつのメッセージを伝えている。

また、釜山万博は人類の複雑かつ緊急な課題に対処するソリューション・プラットフォームであり、新たなビジネスチャンスを生み出す場になると指摘し、韓国の最先端のデジタル技術が交流のための素晴らしい舞台を提供すると述べた。

尹大統領は、「韓国は博覧会国際事務局加盟国と1,258件のODAプロジェクトを実施しているとし、(釜山イニシアティブ)を通じて国際社会と開発経験を共有する」と述べた。

「韓国は参加する110以上の加盟国に対し、過去最大規模の支援パッケージを提供することを約束する」と述べた。「また、釜山万博は次世代に向けた理想のプラットフォームとなるだろう。」
