月曜日に平和宮殿で開催された第19回官民フォーラム(G-PSF)で首相は、「新しい工場は中国からの投資である」と述べた。
「現在、カンボジアには3つのタイヤ工場があり、別の中国企業は約5億ドルの資本でタイヤ生産への投資を計画しています」と首相は述べた。
カンボジア政府は、タイヤの原料であるゴムの輸出はもう望んでおらず、ゴム作物を農産業として発展させるために、完成品の生産に意欲的である、と首相は付け加えた。
「これらの自動車タイヤ工場の存在は、カンボジアのゴム農園を助けている。カンボジアのゴムを海外市場に輸出する必要はもうありません」と述べた。
首相は関係機関や民間企業、カンボジアゴム協会に対し、タイヤ生産のサプライチェーンを確保するため、技術的な問題解決や栽培問題を調整するメカニズムを確立するよう要請した。
ゴム総局の報告によると、今年1〜9月、カンボジアは主にマレーシア、ベトナム、シンガポール、中国に242,304トンの乾燥ゴムを輸出し、3億2,000万ドルを稼いだ。
ゴムのプランテーションの総面積は404,578ヘクタールで、そのうち315,332ヘクタール（78％）は収穫可能な年齢であると報告書は指摘している。
カンボジア商工会議所のリム・ヘン副会頭は、「タイヤ工場への新規投資は国産ラテックスの需要向上に役立つ」と述べた。
「新しいタイヤ生産工場は雇用を創出するだけでなく、国産ゴムの市場確保にもつながる」と述べた。
彼は、投資家を惹きつけるために、国内販売にかかる消費税を引き下げるよう政府に要請した。
