カンボジアとラオス、証券市場発展のための覚書に調印

カンボジア証券取引監督庁（SERC）は、ラオス証券委員会事務局（LSCO）と、両国の証券市場の規制と発展に協力するための覚書（MoU）に調印した。
SERCの関係者によると、この覚書により、セルセとLSCOは相互支援、情報交換を行い、ラオスの投資家がカンボジアの証券市場（株式や債券）に投資することを支援することで、両国の当局者の能力強化や市場開発に協力することで、二国間の規制協力を強化することが可能になるという。
SERCのSou Socheat事務局長は日曜日にクメール・タイムズに対し、MoUによりSERCはカンボジアの投資家がラオスの証券市場に投資するための支援を提供することも可能になると述べた。同様に、カンボジアやラオスの企業が両国で株式や債券の発行や上場を希望する場合、両機関は相互に支援する。
「ラオスの証券市場も同じように、カンボジアの証券市場にラオスの投資家を誘致するよう働きかける。クロスボーダー投資については、もう少し時間をかけて議論する必要がある」とソヒート氏は述べた。

証券セクターの関係者約70人が出席した調印式後にセルセとLSCOが発表した共同プレスリリースによると、両国のカウンターパートの高官は、二国間の協力関係を強化するための潜在的な行動計画を設定し、グリーンボンド発行のための規制に関する経験を共有する当面の計画について協議した。

「投資家によるクロスボーダー投資については、さらに時間をかけて議論する必要がある。クロスボーダー投資とは、ある企業が我々の承認を得れば、その国の当局に改めて承認を申請することなく、自動的に他の国に投資できるようになることを意味する。」
