フン・マネ首相は、「フナン・テチョ運河建設とシアヌークビル港の拡張に秘密はない」と明言した。この2つのプロジェクトは、経済的潜在力を拡大し、国民経済を促進し、国民の生活水準をさらに向上させるためのものである。
2023年12月22日（金）午前、シアヌークビルで行われたシアヌークビル港拡張工事の起工式で、首相はこのように述べた。

首相は、フナン運河プロジェクトは謎に包まれているという批評家たちを見て、このように確認した。首相は、「フナン・テチョ運河建設とシアヌークビル港の拡張は、カンボジアの可能性を拡大し、経済を成長させ、カンボジアの人々を助けるためである」と述べた。

また、運河沿いとこの地域の人々の経済的潜在力と生活に役立つ水路インフラの開発は、王室政府の主な目標であると付け加えた。

トンレ・バサック・ナビゲーションとロジスティクス・プロジェクトの総投資額は17億ドル。調査によると、この水路はメコン川のPrek Takeoからカンダール州Koh Thom地区のバサック川のPrek Ta EkとPrek Ta Hingを経てケップ州の海までの全長180kmである。
