カンボジア中央銀行が日本のスタートアップ企業ソラミツと共同で開発したデジタル通貨Bakongは、2020年10月のサービス開始以来、約1,000万口座が開設され、目覚ましい普及率を示している。

これはカンボジアの人口の約60％に相当し、同国内でデジタル決済の人気とアクセシビリティが高まっていることを示している。
カンボジアは金融包摂の面で大きな課題に直面しており、伝統的な銀行サービスを利用できるのは人口のごく一部に過ぎない。この問題に対処するため、カンボジア国立銀行は、個人がスマートフォンを使って金銭取引を行えるデジタル通貨Bakongを開発した。

Bakongの成功は、カンボジアの個人と企業の双方に信頼性の高い決済ソリューションを提供できたことに起因している。従来の銀行インフラへのアクセスが限られている中、Bakongは支払いや送金のための安全な代替手段を提供している。デジタル通貨を利用することのシンプルさと利便性が、その普及に貢献している。

銀聯との提携に加え、カンボジア国立銀行は中国の金融サービス企業であるアント・グループのデジタル決済サービスであるアリペイとも覚書を交わしている。これらの提携は、戦略的パートナーシップを模索し、国際的なネットワークを活用してBakongの有用性とアクセシビリティを高めるというカンボジア国立銀行のコミットメントを示している。

Bakongの成功はカンボジア国内だけにとどまらない。カンボジア国立銀行はタイ、ラオス、ベトナムといった近隣諸国と国境を越えた決済接続を確立しており、個人や企業が国境を越えてシームレスに取引を行うことを可能にしている。

ブロックチェーン・ベースの技術は、こうした取引の安全性と透明性を確保し、従来の国境を越えた決済に伴うコストと時間を削減する。
さらに、カンボジア国立銀行はソロモン諸島中央銀行、フィジー準備銀行、ルワンダ国立銀行とMOUを締結し、これらの国々にBakongのリーチを拡大しています。これらのパートナーシップは、経済成長と金融協力の機会を創出し、地域内の金融包摂の拡大を促進する。

チア・セレイ総裁は、Bakongの利用者数を増やすために、消費者保護とサイバーセキュリティの重要性を強調した。カンボジア国立銀行はデジタル取引の安全性とセキュリティの確保に取り組んでおり、消費者保護対策の強化とサイバーセキュリティ・インフラの強化に継続的に取り組んでいく。

Bakongの普及と利用範囲の拡大におけるカンボジア国立銀行の取り組みは、国際的な注目を集めている。中央銀行は日本の経済産業省と協力覚書に調印し、カンボジアと日本の間でQRコードを利用した決済を促進する。この協力関係は、デジタル決済技術と国際金融統合のさらなる進展の可能性を浮き彫りにしている。
