ノロドム・シハモニ国王は昨日の朝、プノンペン国際空港を出発し、中国福建省への3日間の公式訪問を開始した。
火曜日から木曜日までの3日間の訪問中、シハモニ国王は中国の習近平国家主席が発表したプロジェクト「3820戦略計画」の30周年記念展示会に出席する。
福建省の省都である福州の経済・社会発展のために1993年に始まった「福州20年経済社会発展戦略ビジョン」とも呼ばれる「3820戦略計画」は、習近平氏が福州市党委員会書記時代に発表したものだ。
「3820」戦略計画では、さまざまな開発プロジェクトと3つの開発区モード（国営、華僑経営、民間経営）が発表された。
「3820」戦略構想は、福州の発展における欠点を克服することに重点を置くだけでなく、福州の歴史的、文化的、地理的優位性を促進した。
昨日午前8時頃、プノンペン国際空港から中国へ向けて出発する国王の前に、数名のトップリーダー、閣僚、政治家が国王を表敬訪問した。
フン・セン国王最高枢密院議長、サル・ケン議員、メン・サム・アン議員、ティー・バン議員、ノロドム・チャクラヴス皇太子フンシンスペック党首、国会議員、その他政府高官らがその中に含まれていた。
シハモニ国王が不在の場合は、セイ・チュム上院議長が国王に代わり国家元首代行として機能する。
カンボジア王立アカデミーのカンボジア国際関係研究所のキン・フィア所長は、「カンボジアと中国の関係は頻繁な公式訪問の交換によって特徴付けられ、両国の全方位的な関係の深さを示している」と述べた。
「カンボジアの福建省訪問はカンボジアと中国の関係の深さを示している。私は、中国がカンボジアと関係を持つすべての国の間で頻繁な公式訪問の交換を持っていることを観察しました」とフィア所長は言った。
さらに、中国文化はカンボジア社会に深い影響を与えている。
「政治的な観点から見ると、両国は二国間でも多国間でもお互いを支持しています。さらに、カンボジアと中国の貿易も増加し、カンボジアと中国の二国間自由貿易もある。」
カンボジアと中国の関係は深く、主権の相互尊重と外交問題への不干渉に基づいている。
