日本の国際協力機構を通じて日本政府から6億9,100万ドルの譲許融資を受けて建設された366kmのアスファルト道路は、プレク・ダム地域からタイとの国境を共有するバンテアイ・ミアンチェイ州を結ぶ戦略的ルートである。

首相は、「道路は旅行や物資輸送を容易にし、ベトナム、カンボジア、タイ間の輸送接続を強化する」と述べた。

「道路があるところには希望がある。道路は人々の日々の移動と輸送に貢献し、周辺地域と全国の社会経済活動を促進する触媒としても機能します」とフン・マネ首相は述べた。

「地域の枠組みでは、国道5号線は中国からミャンマー、タイを経てカンボジア、そしてASEANハイウェイNo.1（AH1）と呼ばれるベトナムへとつながる重要な部分である」と首相は述べた。

上野淳日本大使は、「2023年はカンボジアと日本の二国間外交関係の記念すべき年であり、関係は包括的戦略的パートナーシップに格上げされると述べ、プレアシアヌーク深海港、国道1号線、つばさ橋を含む多くのプロジェクトが日本の援助の下で建設された」と述べた。
「カンボジアは南部経済回廊の地理的中心に位置している。この地域は、2010年に採択されたASEAN連結性に関するマスタープランに沿って、連結性強化のために優先的に取り組まれている」と彼は述べた。

「ベトナム、カンボジア、タイを結ぶ国道5号線は、カンボジアとサブメコン地域の経済活動や効率的な物資輸送に貢献し、地域開発における重要なインフラとなっています」と上野淳氏は語った。

プレクダムからバッタンバン州まで伸びる国道5号線は、7年間にわたる大規模な建設期間を経て、式典の後に開通した。

「国道5号線が正式に開通した後、政府は沿道の工場や経済特区への投資を奨励し、沿道の地方をより豊かな経済へと導き、人々が移住することなく仕事を得られるようにする」と首相は述べた。

フン・マネ首相は、「国道5号線の開通は友好国との交流の象徴でもある」と述べた。
