政府は今年4月に電子商取引付加価値税の導入を開始し、グーグル、フェイスブック、ユーチューブ、アリババ、マイクロソフト、ティックトックなどの企業に課税した。
税務総局のコン・ヴィボル事務局長は「電子商取引に関する付加価値税は国の潜在的な収入源である」と述べた。
「カンボジアは国家予算の歳入をさらに増加させる可能性を秘めており、外国の電子商取引に課税することで、現地の電子商取引事業者も対等な立場に立つことができる」と同氏は述べた。
オンラインショッピングプラットフォームは、デジタルリテラシーと政府の支援政策のおかげで、小規模事業者に様々な機会を創出し、カンボジアの主要なライフスタイルのトレンドになりつつある。
税務総局は2023年の最初の10ヶ月間に30億ドルの税金を徴収し、予算目標の85.8％を占めた。
「税務総局業務の近代化により、登録率の向上、納税者サービスの改善、データ保存施設の拡張などに加え、税務申告が改善された」とヴィボル事務局長は述べた。
「力強い経済成長により、カンボジアの税収は大幅に増加し、王室政府は国中に道路、橋、建物、学校、病院などの主要なインフラを建設することができるようになった」とフン・マネ首相は最近述べた。
先週開催された第19回官民フォーラムで、首相は「政府は新たな税金を作ったり、税率を上げて国民の負担を増やすことはしない」と述べた。
カンボジアには2つの徴税機関がある。ひとつはGDCEで、国内に出入りする商品にかかる税金を徴収し、もうひとつは税務総局で、所得税、給与税、付加価値税、固定資産税などの内国税を中心に徴収している。
2023年、政府は租税および関税からの収入として55億ドルを目標としており、これは2022年比で16％近く増加する。
