シブリン会長は、月曜日にプノンペンで開催された観光省主催の全国観光専門家委員会（National Committee of Tourism Experts）のパフォーマンスを検証する会議の後、クメール・タイムズの取材に応じた。
トン・コン観光大臣が議長を務めるこの会議には、様々な研修機関から約50名のメンバーが参加した。また、ネブ・サムース観光産業管理局長も出席した。
シブリン氏によると、カンボジアは2023年の最初の7ヶ月間で304万人以上の外国人観光客を受け入れた。現在、同国は今年末までに約550万人の観光客を受け入れる見込みである。
Sivlin氏によると、現在の研修プログラムは2026年までに700万人の観光客という目標に基づいている。カンボジアはまた、同国にとってトップクラスの観光市場とされるマレーシアとインドネシアのムスリムコミュニティからの多数の観光客を期待している。
国際協力・ASEAN局の局長を兼任する国家準国家民主開発委員会（NCDD）のTry Chhiv局長は、カンボジアは2011年に観光専門家国家委員会を設立して以来、研修機関を改革し、現在ではASEAN資格枠組みに沿った観光労働者の評価を行っていると述べた。
同大臣は、カンボジア政府はこの地域の若者に知識、技術、雇用機会を提供するため、国内および国際的な関連パートナーに対し、全国でより多くの研修プロジェクトを組織するための支援を提供していると述べた。
会議の議長を務めながら、同大臣はまた、シェフやスパ・マネージャーとしての仕事の機会を増やし、会議、インセンティブ、コンベンション、展示会（MICE）を実施するために、労働者に新しいスキルを学ぶよう奨励した。
トン・コン大臣は、カンボジアは国やASEANの基準に従って、若者のための観光スキルの研修プログラムを組織している地域の主要国であると述べた。このため、カンボジアはカリキュラムの開発、教師の訓練方法、技術教育、労働者の評価に力を入れている。
2022年、カンボジアはこの分野でASEANの3つの主要な賞を受賞した。1つ目は、就学前評価（RPL）に関するASEANガイドラインの作成である。2つ目の功績は、観光専門家のための衛生と安全に関するASEANガイドラインの作成であった。
最後は、スパ・スキルとウェルネス・マネジメントのカリキュラム開発に対する賞である。
