GDT、ノンアルコール飲料製品に対する特別税を改定

経済財務省課税総局（GDT）は、カンボジアで生産されるノンアルコール飲料または飲料製品に対する特別税を、人々の健康に悪影響を及ぼすと考えられる製品については高い税率に、人々の健康に役立つ製品については低い税率に改定した、とGDTの声明が発表された。
火曜日に発表されたGDTの声明によると、2020年1月14日付の公布で定められた従来の規則では、非アルコール飲料製品は2つに分けられていたが、新しい規則では、すべての種類のエナジードリンク、厳選された非アルコール飲料、第1および第2のカテゴリーに記載されていない非アルコール飲料の3つのカテゴリーに分けられている。
声明によると、すべての種類のエナジードリンクに対する特別税は15％に引き上げられ、一部のノンアルコール飲料（高温または加熱処理されたミルクを加えた飲料、大豆ジュース、ココナッツジュースから作られた飲料、コーヒーから作られた、またはコーヒーを加えた飲料、液化せずにすぐに飲めるノンガス飲料を含む）に対する特別税は5％に引き下げられた。
さらに声明は、第3のカテゴリーであるノンアルコール飲料（第1と第2のカテゴリーに記載されていないノンアルコール飲料）を製造する地元の事業者や製造業者も、このカテゴリーに対して10％の特別税を支払う必要があると指摘している。
新ルールは2023年9月1日以降に適用される。
監査・会計・税務ソリューション会計事務所K Professional Accountants (KPA)のマネージングパートナーであるクン・ダリス氏は火曜日、クメール・タイムズの取材に対し、2020年1月14日付の地場産品の特定商品税に関する布告No.012では、3つのカテゴリーに分類される全てのノンアルコール製品について、一律10%と設定されていることを明らかにした。
ダリス氏は、「第一のカテゴリーについては、健康に悪影響を与えるため、特別税が引き上げられましたが、第二のカテゴリーについては、人々の健康に役立つため、税率が引き下げられました。」
ダリス氏はさらに、カンボジアの内税当局であるGDTが定めた新しい特別税の規則は、政府の方針が、当局による税収に悪影響を及ぼすことなく、地元の人々がより健康になれるよう、健康に悪影響を及ぼさないノンアルコール飲料製品の消費と生産を奨励するものであることを反映していると指摘した。

「あるカテゴリーでは税率が引き上げられ、別のカテゴリーでは税率が引き下げられ、3つ目のカテゴリーでは据え置かれるのですから。また、もし税務当局が地元産のノンアルコール製品の税率を上げるのであれば、業界に若干の影響はあるにせよ、輸入品の税率も上げると思います」と語った。
