11月30日から12月12日までアラブ首長国連邦のドバイで開催された第28回締約国会議で、カンボジアは強大なメコン川を擁する国として、メコン川流域に迫る危機への懸念を表明した。
イアン・ソファレト環境大臣は、メコン川での水力発電建設中止を約束する国家声明を発表した。金曜日、市民社会組織は、この誓約書に対する政府への賞賛を惜しまなかった。

最近出てきた数字は、地域社会、特に市民社会組織に衝撃を与えるに十分な憂慮すべきものだった。2019年以来、河川の状況は危機的で、水量は憂慮すべきレベルまで落ち込み、米と魚の収穫量の両方に波及効果をもたらし、それによって地域全体の持続可能性を危険にさらしている。その結果、生計と生存をメコンに直接的・間接的に依存している数百万人の命が影響を受けた。

2019年以降、メコンの水流は生態系と社会の両方に深刻な影響を及ぼす危機的な状況に達している。メコン河委員会は、2019年から2021年の雨季において、史上最低の水流量を記録した。

カンボジアのNGOフォーラムは、2018年のデータと比較して、2019年には10.50％、2020年には22％も淡水魚の価値が下落するという悲惨な結果を記録した。このような事態の原因は水量の減少にある。このような状況の中、政府がメコン川におけるさらなるダム建設に反対するという公約を守ると保証したことは、活動家にとって大きな一撃となった。

メコン川の流れに目に見える変化が生じていることは、ストゥントレン州の地元コミュニティも注目している。ボレイ・オスバイ・セン・チェイ州プレア・ラムケル・コミューンにある絵のように美しいクルーム村は、ここ最近、壊滅寸前の危機に瀕している。

かつては、その見事なマングローブの景観でエコツーリズムのホットスポットとして魅力的な注目を集めていたが、ここ数年で全面的な崩壊に直面している。地元住民の推計によると、クローム村の森林面積の半分近くが劣化し、崩壊の危機に直面しているという。

村の上流にあるダムは、すでに大きな懸念事項として認識されていたが、事実上、是正措置はとられていない。地元コミュニティによる漁獲量のモニタリングでは、家庭の漁獲量が80％も減少していることが判明している。
関係する市民社会組織は一致して、国家電力開発計画に向けて新たな一歩を踏み出す政策文書という形で、政府の取り組みを歓迎している。太陽エネルギーと風力エネルギーを電力源として採用しようとするカンボジアの熱意は、石炭火力発電所を段階的に廃止するという決定とともに、気候変動への取り組みに対するカンボジアの真剣さを物語っている。
