LOとMOHRSS、東南アジアにおける雇用政策立案を強化

東南アジアにおける労働市場への圧力の高まりと、COVID-19の永続的な経済的影響の中で、国際労働機関（ILO）と中国の人的資源・社会保障省（MOHRSS）は、質の高い雇用、公共雇用サービス、起業家精神の開発の分野において、東南アジア諸国と中国との間の南南協力を促進するプロジェクトを立ち上げた。
プロジェクト「ASEANにおける雇用の南南協力を中心とした世界開発イニシアティブの推進」（ProSSCE-ASEAN）を通じたILOとMOHRSSのこの協力は、東南アジアにおける労働市場の問題に取り組み、ディーセント・ワークのための雇用政策と機会を促進する政策立案者を支援するために、知識の創出と共有、政策対話、能力開発を活用するものである。このプロジェクトは、ASEAN地域諸国と中国との間で、優れた実践と教訓の共有を促進する。
「協力は、労働市場問題への取り組みを進展させるための基礎となる。ILOは、重要な雇用の課題に取り組み、人間中心の復興とより公平で公正な社会に貢献できる新世代の雇用政策と戦略を開発するのを助けるために、中国人事部（MOHRSS）およびASEAN地域のILO構成機関と協力して、このプロジェクトを立ち上げることができることを喜ばしく思う。

発足イベントでは、東南アジアの政策立案者と社会的パートナーがタイのバンコクに集まり、同地域における雇用の課題に取り組むことを目的とした2日間のセミナーが行われた。
2023年に向けて中国から100万米ドルの資金を得たProSSCE-ASEANプロジェクトの初期段階は、カンボジア、インドネシア、タイ、ベトナムでの試験的な介入を包含する。その後、将来的には他の東南アジア諸国にも拡大される予定である。
カンボジアでは、プロジェクトはカンボジア経済財務省（Ministry of Economy and Finance Cambodia）と協力し、ILOの事業開始・改善プログラム（Start and Improve Your Business Programme：SIYB）手法に基づく研修プログラムを実施する。これらのイニシアティブは、成長するカンボジア経済を活用するため、同国の起業家の経営能力を高めることを目的としている。
インドネシアでは、プロジェクトとILO国別事務所が労働移住省と提携し、公共雇用サービスの州レベルのカウンセラーに研修を実施する。
タイとベトナムでは、プロジェクトは政策立案者とILO構成員を支援し、特に若者により多くのディーセント・ジョブを創出する目的で、既存の起業家支援プログラムを評価する。
