フン・マネ首相は、更なる経済成長と労働者の利益のために、産業部門の開発を優先させた。首相は昨日、「プノンペンのプレイ・スプー地区で行われた工場労働者や従業員との懇親会でこのように発言した。政府は衣料品部門だけでなく、車両組立や電子部品などの非衣料品製造部門にも投資を誘致している。」と首相は述べた。「政府は、雇用を創出し、人々の生活を向上させ、経済成長に貢献する投資を誘致するための改革と政策を配置する」と首相は述べた。昨年、カンボジアのGDPに占める産業部門の割合は38％と最も大きく、次いでサービス部門が35％、農業部門が21％であった。
カンボジアの主な輸出品は、衣料品、繊維製品、履物、機械・電気機器、自転車、革製品、穀物、家具、ゴム、果物、野菜、真珠、玩具である。衣料品、履物、旅行用品産業は、昨年カンボジアにとって最大の外貨獲得国であった。電子部品、自転車、自動車部品、家具、皮革、プラスチック、その他の工業製品など、カンボジアの非衣料品製造製品の輸出は増加傾向にある。

カンボジアには現在約17,000の工場と企業があり、約150万人の労働者を雇用している。そのうち1,332社が縫製工場で、約83万人の労働者（ほとんどが女性）を雇用している。
カンボジア商工会議所のリム・ヘン副会頭は、カンボジアの新しい投資法、自由貿易協定、メガリージョン協定、貿易優遇措置は、外国人投資家にとって投資先の1つとしてカンボジアを促進する要因であると述べた。
「新しい投資法は、カンボジア-中国FTA、カンボジア-韓国FTA、地域包括的経済連携といった自由貿易の優遇措置とともに、海外市場への輸出のための生産の一部として、中国からカンボジアへの投資を誘致する要因となっている」とヘン氏はクメール・タイムズに語った。
カンボジアは、2023年上半期に11億ドル相当の113の固定資産投資プロジェクトを誘致し、約12万2000人の新規雇用を創出したと、カンボジア開発評議会の報告書は述べた。
