カンボジアのフン・マネ首相は8月24日、閣僚評議会の初会合の議長を務め、政府のペンタゴン戦略フェーズIの正式発足を議題とした。

新内閣のその他の主な議題には、国会上院関係検査省の地位に関する法律案（名称は検査省に変更される）、国境問題事務局の設置に関する法律案、七大政府の一般的機能などが含まれた。

同首脳は、ペンタゴン戦略が経済成長、雇用創出、公平性、効率性、持続可能性という5つの主要分野を中心に展開されることを発表した。

同首脳は、この戦略は、2030年までに高中所得国に、2050年までに高所得国になるという王国のビジョンを達成するためのロードマップの役割を果たすと述べた。

つの戦略目標を実現するために、カンボジア政府は「五角形戦略フェーズ1」の5つの中核的優先事項を、人、道路、水、電気、技術の観点から特定した。

これには、国民皆保険の実現に向けた医療サービスの拡大、全国の貧困世帯や社会的弱者世帯の若者に対する職業・技術訓練の提供、貧困世帯や社会的弱者、リスクのある世帯に対する国家社会扶助プログラムの制度化、調整メカニズムや資金調達プログラムの導入、全コミューンへの農業技術官の配置などが含まれる。
