日本外務省によると、カンボジアと日本の二国間関係が新たな高みに達する中、日本はカンボジアのデジタル経済推進をさらに後押しするため、三面的な支援を提供する予定である。
この動きは、カンボジアと日本の間で署名された包括的戦略的パートナーシップと、今週初めに東京で開催され、フン・マネ首相と岸田文雄外相が出席した「ASEAN・日本50周年記念首脳会議」に沿ったものである。
日本外務省は、「カンボジアにおけるデジタル経済と社会の発展は、(共通課題イニシアチブ)の下での優先事項であり続ける」と述べた。3つの側面からの支援は主に、国家データセンターの開発に向けた支援、人材育成やデジタル環境アセスメントの実施に沿った公衆通信ネットワークの高度化への支援を含んでいる。
開発協力の目標は、「カンボジア政府が策定した五角形戦略フェーズIのデジタル経済・社会の発展に沿ったデータの自由な流れと信頼のコンセプトを推進しながら、カンボジア国民がデジタル化の恩恵を安全・公平・安定的に享受できる社会を実現することに主眼を置いている」と日本外務省は述べた。
「この協力はまた、日本企業の知見を活用することにより、デジタルインフラを推進し、サイバーセキュリティを向上させるカンボジア政府の取り組みを支援することで、カンボジアのデジタルインフラを強化することも目的としている。また、カンボジアのデジタル環境に関する調査に基づき、日本企業の参加を得て、デジタル技術を活用したカンボジアの社会的課題の解決を促進することも目的としています」と付け加えた。
「日本は、デジタル・ガバメント実現の中心的役割を担い、公共サービスの高度化のためのデジタル・インフラ整備、開発課題解決のためのデジタル活用、カンボジア政府を中心とした民間セクターとの連携促進に貢献するナショナル・データ・センターに施設・設備を提供する。」
また、日本の民間セクターによる投資や技術支援を促進することで、カンボジア政府のモバイルネットワークのカバー率や接続性を高める取り組みに基づき、公共通信網の整備やアップグレードに向けた支援を行う。
カンボジア国立銀行は月曜日、日本の経済産業省と「統一QRコード決済」に関する覚書に署名した。覚書はカンボジア国立銀行のチェ・セレイ総裁と日本の斎藤健経済産業大臣との間で署名された。
カンボジア国立銀行によると、このMoUは、便利で安全かつ効率的なQRコード技術を利用した国境を越えた決済システムの普及を促進するため、協力のための明確な枠組みを確立することを目的としている。「この協力は、流通する現地通貨を増やし、両国間の観光を促進することにもつながる」
カンボジアが完全にデジタル化された経済を目指す上で、日本は重要なパートナーであり続けている。
彼女は、「日本の協力はカンボジアの技術的変革、特にフィンテック分野において不可欠である」と述べた。
カンボジア国立銀行が始めたデジタル決済サービスであるBakongの立ち上げが成功し、加盟銀行や金融機関の間で現金取引ができるようになったことについて、日本の技術企業であるソラミツ社の役割を賞賛した。
「Bakongの立ち上げが成功したことで、空光は東南アジア諸国や太平洋地域で他のプロジェクトを見つける原動力となりました。ですから、カンボジアは手柄を立てる余裕があります」。
ソラミツと並んで、日本通運（世界的に有名な物流会社）や王子グループ（大手包装会社）を含む多くの日本企業が同カンボジアで事業を展開している。多くの日本のハイテク企業もまた、多くの大学や教育機関と提携することで、カンボジアのハイテク教育の強化に携わってきた。
日本の起業家であり、東南アジアのエンジニア志望者に力を与える革新者である井塚武氏は、2014年にキリロム工科大学を設立し、カンボジアの若者に質の高い技術教育を提供している。
